Joseph A. Cotruvo, Ph.D.

Joseph A Cotruvo,PhD, BCES,  was Director of the Drinking Water Standards Division at EPA after passage of the Safe Drinking Water Act. It produced the original Lead and Copper Regulation, and numerous others including for Disinfection Byproducts. He was also Director of the Risk Assessment Division in the Toxics Program. Since retirement from EPA, he has been an international consultant on water, including water treatment technology, risk assessment, wastewater recycling for potable water, desalination, regulatory policy, and small systems solutions. He is a member of the World Health Organization committee that produces the WHO Guidelines for Drinking Water Quality, and serves on several expert advisory committees. He served on the BOD for DCWater.  His PhD is in Physical Organic Chemistry and he is Board Certified in Environmental Science.
